Development Monitoring
Fitzpatrick Property Consultants act as monitoring surveyors where
development works are being implemented by third parties in accordance with the
terms of a Development or Funding Agreement.
Our role is to identify, quantify and mitigate our client's exposure to
development risk and ensure that the project is delivered in accordance with the
legal agreement(s). We would also provide impartial, balanced, clear and concise
advice on the suitability of the design team appointments and collateral
warranties, fitness for purpose of the design and specification; procurement
route; novation of the design team and contractor proposals. Early warning would
be provided where risks were identified and problem solving would be proposed to
the design and construction team where appropriate.
Where funding for the project is provided by our client, we would manage the
'drawdown' process and review / modify / sign off the cost consultant's payment
certificates in accordance with the funding agreement.
Careful attention to the quality of workmanship and compliance with the
design are key factors and we may deploy a site based 'clerk of works' to assist
in monitoring larger projects.
Monthly reports are issued throughout the project until practical completion
and quarterly reports thereafter (or more frequently if required), until issuing
of the final certificate. This certificate will follow expiry of the 12 months
warranty period and implementation of any remedial works required under the
building contract.
Development monitoring is also carried out for investors, future occupiers
and building owners, ensuring that the design, construction and delivery of the
project are in accordance with the agreements.
